midnight releases are set up by a store's corporate management, unless they're privately own, then they decide themselves. EB and GameStop are the same company, pretty much, and their corporate decides for which games, which stores, and what times they can do things. my GameStop just got the go ahead last week while other stores have had it for weeks.
